A crucial distinction
Relic and Regalia Seals are collections—not separate systems.
They are active in Azeroth and Outland as a shared collection layer. They do not unlock Path nodes, activate Boons, advance standing journeys, or turn armor and weapons into direct combat-stat progression.

Relic Seals collect iconic armaments and the weapon stories the account has earned—from legendaries to the group drop everyone remembers differently.
Regalia Seals · live across both eras
Armor makes class identity visible.
Regalia records recognizable armor and set histories, including Outland's Dungeon Set 3 and Tier 4, 5, and 6, without becoming another general progression currency.
